Uhhh, I assume you are talking RoH?  Yes, for 60k Training, you should be able to pull basically any of the new promo cards.  I watched someone pull liek ~1M Training and got mostly 91s.  Not to mention, the RoH animation is brutal -- it'd take forever to burn through a bunch of training, heh.

I cannot say with any certainty, but yes i believe both types (regular 99s & LTDs) should be available from re-rolls.  Keep us posted, curious how your luck will be.
