Well, "best" is probably Berrios TOTY with Energizer (or 1AP Evasive) and Return Man (0AP) along with 97 base Speed, but honestly, any card in the game that gets 0AP Return Man is probably just fine.  There are currently five (5) total players that have this, for free, but only a handful are usable.  Lots of folks with god-squads are running 6/6 AKA Crews in order to achieve the +1 SPD boost for the return man options and few other relevant boosts.  Highly recommended.  Here's the rest of the choices linked above.
