Do stats cap at 99 or higher?

With the latest players hitting 98+ base speed, if they get +2 TT boost,  does their speed hard cap at 99?

or  is there an invisible boost beyond?

Same question for Throw Power and other movement stats.

99 is max. Years ago they would go over 99 to 105-106 speed etc but it was still capped at 99.
