Had some thoughts after looking through the Ultimate Legend promo and wanted to share.
1.) I think next week will be the last week of 98s, and because there's one position on each side of the ball that doesn't have a UL yet, I think those positions will be the ones to receive a card (those positions are LG and ROLB)
2.) The reason I think next week will be the last 98s is because the 97 waves lasted 4 releases, and next week would mark 4 weeks for the 98s.
3.) I think there might be a chance that next week is LT week, with Tomlinson being the LTD and Taylor being the missing ROLB. I also think there's a chance they wait until the set legends go up to 99 to release them both as set legends. There's also a chance since next week will have an offensive LTD that Tomlinson might just be the "LT"D.
