Why cant I put legends chemisty on 90 ovr ed reed?

I have him at FS, but when I click on his chemistries & positions tab, nothing happens. It is like this for a few other players too.

Only legend power ups n their full cards get legend chems.

Yup. Only the base and top Card get it.
