I think this would be helpful for long threads like the ones I'm currently making. The button to access it would be next to the "Post Reply" and "Subscribe" buttons. To open different sections of the TOC there would be little ^ and \/ buttons. Thread OPs would be able to edit it based on headings (heading 1, heading 2, etc). Here's an example of what I mean:
