Does anyone know any strat items or strat item combos that can get 97 bo to 99 ovr

I can't say for sure as I have Bettis as my current HB1, but you could try the Legendary Sprinter strat (which is what I have) and make sure to have him on a full TT whether it be Raiders or Legends.

Im sure if you use a strat card and a running motivator it probably would. Plus with a raiders or legend TT it would.

The advice given above is perfect, just keep in mind, OVR doesn't matter at all, I'd rather help more on my team where stats are lacking than try to change it up just to move one player up to 99 OVR with inflated stats.  I wouldn't get too hung up on what OVR every player is as long as they're playing well for you.
